Independent senior advisory · Remote delivery · National and international
Information is everywhere. Judgement is the scarce part.
Wisdom, put to work.
Knowledge management, ICT strategy and specialist technical advisory. Twenty-five years of delivering under real conditions across Africa, the Middle East and Europe, brought to bear on the problem in front of you. One senior consultant, one accountable point of contact, and written work you can act on.
§ 01 / The executive dilemma
Where strategy quietly breaks down.
Organisations rarely fail for want of data. They fail because the signal is buried under advice that carries a commercial motive, because hard-won knowledge walks out of the building with the people who hold it, and because unexamined technology decisions compound until they are expensive to reverse.
The noise
Leadership is not short of advice. It is short of advice with nothing to sell. Vendor pitches, partner agendas and standardised consulting decks all point somewhere, and rarely at the same place. Sorting the useful from the self-interested consumes executive time that should be spent deciding.
The gap
Operational context leaves whenever key people do. What stays behind is documentation that records the decision but not the reasoning, and the reasoning was the part that mattered. Capability that was never written down has to be bought again, usually at a premium and usually under time pressure.
The risk
An unexamined technology roadmap spends capital slowly and without drama. The cost surfaces later as systems that will not integrate, security gaps nobody owned, and momentum that stalls without a single visible failure to point at. By then the sunk cost is doing the arguing.
This practice exists to strip out the first, close the second, and surface the third while it is still a decision rather than a budget item.
§ 02 / The practice
Systems are only as valuable as the knowledge that supports them.
Lumaxio Consult is an independent advisory practice working at the meeting point of knowledge systems, ICT strategy and specialist technology. It draws on twenty-five years of applied work, beginning in telecommunications research and continuing through the founding and leadership of a specialist geospatial technology business that delivered across Africa, the Middle East and Europe.
This is not a large firm with layers of junior staff and a standardised product. Every engagement is led directly by the principal consultant, who carries sole accountability for scope, quality and outcome. Where a deliverable is build intensive, such as a reporting system or dashboard suite, a dedicated technical specialist works under that direct supervision so that construction pace never costs you a single point of contact.
- 01
Organisational and knowledge advisory
Knowledge management strategy, competency development, change management and capacity building design. This is the anchor domain. Technology without the knowledge infrastructure to support it underperforms.
- 02
ICT strategy and assessment
Technology readiness assessments, infrastructure risk analysis, systems optimisation, procurement advisory, management reporting and strategic technology planning.
- 03
Specialist technical advisory
Depth where depth is needed, across data systems, environmental analytics, complex ICT infrastructure and platform evaluation, brought to bear alongside the advisory work above.
These domains are not siloed. Any technology project rests on the knowledge assets of the people who will use it, that knowledge connects directly to the ICT environment around it, and both are shaped by the strategic direction of the organisation. Engagements are designed to address the full context of a problem, not only its most visible symptom.
§ 03 / How the work is done
Five principles, stated plainly.
These are not aspirational values. They describe how every engagement in this practice is actually structured and conducted.
Evidence before assertion
A recommendation that is not grounded in a thorough understanding of your actual situation is worth nothing. Every engagement opens with a structured diagnostic phase, scaled to the complexity of the work, before any advisory output is produced. You are not paying for a generic framework applied to your problem. You are paying for analysis specific to your context.
Simplicity of output
Complexity in a deliverable is usually a sign that the thinking behind it is incomplete. The most useful reports are the ones a non specialist can read, understand and act on. Written deliverables here are clear, structured and directly actionable, not documents designed to display the consultant's knowledge at the expense of your time.
Independence
The most valuable asset an independent adviser holds is the ability to give advice that is not shaped by the need to sell a product, protect a relationship or justify an earlier recommendation. This practice holds no reseller agreements and no vendor affiliations, and carries no commercial relationship that could compromise a recommendation made to you.
Defined scope, defined outcome
Engagements without a clear scope and a clear expected output tend to drift, to the detriment of both parties. Every engagement begins with a written Statement of Work setting out what will be done, what will be delivered, by when and at what cost. Variations require agreement in writing.
Accountability
The consultant is accountable for the quality and timeliness of every deliverable. If a deadline cannot be met, you are told in advance. If a deliverable does not meet the agreed standard, it is revised at no additional cost. These are not contractual niceties. They are the conditions under which the practice operates.
§ 04 / Service offerings
Eight service areas. Most engagements draw on more than one.
These are not rigid categories. The right scope for your organisation is determined through an initial conversation and confirmed in a Statement of Work. Select a service to read the detail.

Africa is not one market. It is fifty-four, and the difference between knowing that at the outset and learning it later is usually measured in wasted capital.

§ 05 / Engagement models
Three ways to work together.
The right model depends on the nature and duration of your requirement. It is agreed in the initial discussion and confirmed in the Statement of Work.
Day rate advisory
For organisations that need access to senior expertise on a flexible basis. You commission individual consulting days or half days with no long term commitment. It suits specific questions, one off reviews and advisory support through a defined decision. Ad hoc hourly engagements are available for shorter consultations.
Procurement decisions that need independent technical input. Short technical reviews. Advisory support around a specific project decision or evaluation.
Fixed scope project
A defined scope of work with a fixed deliverable, an agreed timeline and a fixed price. You know exactly what you will receive, when it arrives and what it costs. A fifty percent deposit is payable at commencement, with the balance on delivery of the final deliverable.
ICT assessments and strategic technology reports. Project design and methodology engagements. Knowledge management or capability programmes with a defined output.
Monthly retainer
A committed advisory relationship securing a set number of consulting days each month at a preferential rate, with priority scheduling and a written monthly status report included. Retainers require thirty days' written notice to terminate.
Sustained technology implementation oversight. Ongoing strategic ICT or organisational advisory. Organisations moving through significant change that requires consistent senior input.
§ 06 / Remote delivery
Remote is the model, not the compromise.
All consulting services are delivered remotely. This is a deliberate operating model refined over years of international work, designed to produce consistent output wherever a client sits. It removes travel overhead, reduces cost and takes out the scheduling friction that on site consulting introduces.
Communication
- Primary communication by video conference, using Microsoft Teams, Zoom or Google Meet according to your preference.
- Written briefs, status updates and structured reports delivered at agreed intervals.
- Secure file and document exchange through cloud platforms that meet your security requirements.
- Dedicated communication windows agreed at engagement initiation, with sessions booked at least 48 hours ahead.
- Email response within one business day during normal business hours.
Deliverables
- Final reports in PDF, working documents in DOCX, and geospatial data in the formats you specify.
- Draft deliverables submitted for review before final release, with review periods defined in the Statement of Work.
- Retainer engagements include a structured written progress report at the close of each calendar month.
- All documentation is produced to a publication ready standard. Nothing is issued as a rough draft unless you ask for it.
Time zones
- Operating base is South Africa Standard Time, UTC plus two. South Africa does not observe daylight saving.
- Scheduled sessions may shift by up to two hours to accommodate international clients at no additional charge.
- Larger adjustments are accommodated by prior arrangement. Sustained time zone differentials may carry a scheduling surcharge agreed in the Statement of Work.
Security and confidentiality
- All client information is handled in strict confidence. A formal non disclosure agreement can be signed before engagement, using your document or the practice standard.
- Document transfers use password protection and encrypted platforms where the sensitivity of the material calls for it.
- Client data is not retained beyond the conclusion of the engagement unless specifically agreed.
§ 07 / Standing
Recognition, and the qualifications behind it.
Fourteen formal recognitions were received between 1999 and 2020, across South Africa, the United States, the Netherlands, Germany, France and the United Arab Emirates. They are noted here as evidence of independently verified performance rather than decoration, and the detail is available on request.

§ 08 / Common questions
Questions asked before a first conversation.
What does Lumaxio Consult do?
Lumaxio Consult is an independent senior advisory practice working across knowledge management, ICT strategy and specialist technology. The work covers technology readiness assessments, knowledge management strategy, project and implementation oversight, reporting systems and dashboards, geospatial and data services, international market advisory, and training and capacity building design.
Who is the practice for?
Organisations that depend on technology or knowledge systems and need independent senior input rather than a vendor pitch. Clients include government and institutional bodies, technology vendors entering the African and EMEA markets, and small to medium organisations building internal capability.
How does an engagement begin?
With a direct conversation, booked from the scheduling calendar on this site or arranged by email. An initial thirty minute consultation is available at no charge to establish the nature of the requirement. If there is a fit, a written Statement of Work sets out what will be done, what will be delivered, by when and at what cost, and is agreed before any work starts.
Is the work delivered remotely?
Yes. All consulting services are delivered remotely, using video conference, structured written reporting and secure cloud based document exchange. The operating base is South Africa Standard Time, and scheduled sessions shift by up to two hours for international clients at no additional charge.
Which engagement models are available?
Three. Day rate advisory for flexible access to senior expertise, fixed scope projects with a defined deliverable and price, and monthly retainers that secure a set number of consulting days each month with priority scheduling. Fees are confirmed in the Statement of Work.
What makes an independent practice different from a large firm?
There are no layers of junior staff and no standardised product. Every engagement is led directly by the principal consultant, who carries sole accountability for scope, quality and outcome. The practice holds no reseller agreements and no vendor affiliations, so no recommendation is shaped by a commercial relationship.
Which languages and currencies are supported?
Work is delivered in English and Afrikaans, with functional proficiency in German. National engagements are quoted in South African Rand, and international engagements in United States Dollars or Euros.
§ 09 / Next steps
It begins with a direct conversation.
There are no intake forms and no scoping questionnaires to complete in advance. The purpose of a first conversation is to establish whether there is a genuine fit between what you need and what this practice can deliver. An initial thirty minute consultation is available at no charge. If there is a fit, a Statement of Work is drafted, reviewed and agreed before any work begins. If there is not, you will leave with a clearer view of your situation and, wherever possible, a direction towards a better suited resource.
